Responsibilities

The main responsibilities of the Divisions are:

  • To assess and co-ordinate Government’s needs for general use accommodation.
  • To meet Government's needs for general use accommodation through renting or purchasing at terms most favourable to Government.
  • To allocate office accommodation to government bureaux/departments and make available quarters accommodation to government bureaux/departments for allocation to government officers.
  • To dispose of surplus quarters through leasing or sale.
  • To negotiate the best overall deal for Government for acquired and leased accommodation.
  • To ensure optimum utilisation of government sites.
  • To seek to release under-utilised sites for alternative government use or for disposal.
  • To let out surplus government properties with commercialisation potential.
  • To explore commercial opportunities within government estates where appropriate.
  • To undertake tenancy management work of commercial lettings.
  • To advise the planning and implementation of public vehicle park projects within government premises from the management, operation and maintenance (MOM) perspectives.
  • To establish and review space and furniture standards to meet changing needs.
  • To assess and advise on accommodation and furniture and equipment requirements for government bureaux and departments.
  • To develop, implement and enhance information technology services within the Agency.
  • To collaborate with relevant bureaux/departments to implement multi-storey Government, Institution or Community development projects under the "single site, multiple use" initiative and take forward the relevant projects.
  • To plan and take forward new government office building projects including the reprovisioning of the departments in the three government office buildings at the Wan Chai waterfront.
  • To provide building management services in government offices and quarters.
  • To safeguard Government's interest in respect of Government, Institution and Community facilities in private developments.
  • To assist in the planning and monitor the implementation of the Agency's new building projects, and fitting-out, maintenance and refurbishment programmes.
  • To provide technical advice on site utilisation and building-related activities of the Agency.
  • To advise the Agency on land matters concerning the acquisition, disposal and letting of government properties, the purchase of properties for government use or the sale of surplus quarters.
  • To provide departmental administrative services and co-ordinate general issues spanning different divisions.
